India Nuke Testing during Clinton Administration

I am only posting this link as India and Pakistan are part of our logo.

The National Security Archive posted a new briefing book containing 13 communications about potential nuclear testing by India during the Clinton administration. All it shows is that the Department of State had no idea what was going on and Intelligence services had cut them out of the loop.

What? Are you saying that maybe they do now, or is it "the same old, same old"?
