That amendment was written by someone who has no idea what it takes to turn a "warm" LF into a fully alert site. Keeping an LF "warm" with no missile installed is a waste of dollars. The Global Thermonuclear War will be largely over before the wings can even begin the process of bringing the sites back. With apologies to Barry Goldwater, who said the same thing about the B-1 before it went into production: Either we need those LFs or we don't. If we need them, keep them ready to go. If we don't, shut them down.
