So what we have been test firing MM III since 1971. I even key turned on three of them.

This shot comes at an "interesting" point in the world's finances. The author is trying to tie the shot in with China (and Russia) attempting to make the RMB the world's Reserve Currency instead of the dollar. Sometimes what is NOT said is more important than what is. The Fed is hopping mad and worried sick about that.

Unless things have changed drastically, SAC previously, and now ACC don't just generate an FOT&E shot at the drop of a hat. My guess is this one has been scheduled for more than a year. That it times out with the current financial situation is, in my humble opinion, just a pleasant and fortuitous happening. There is always someone who wants to attribute "Saber Rattling" to any military training or action that takes place anywhere on the globe. Sometimes it is, but my feelings here is that it is just coincidence. Every nation in the world knows what we have. Unlike Countries like North Korea or Pakistan, we don't need to provide any show of force. If we were wont to do that, we would overtly demonstrate a new cutting edge weapon, not some antiquated (in military terms) technology that we have demonstrated hundreds of times before.
You want to have a soul shaking show of force that sends a message? Send a flight of B-2 Spirits over Red Square some Sunday at noon. Maybe have them drop One Dollar Bills as they do the fly by. Now THAT would send a message!

Besides the cost of the missile, about $7 million, a FOTE launch is not cheap. The system should be pretty well tested by now. MM III first came on alert in June 1970 and March to December of 1971 there were 10 FOTE launches of MM III.

With all of the upgrades and "RIVET" programs, I am sure there is always room for more testing. Having said that however, it has always been my understanding that the FOT&E Shots were as much for Quality Control and Reliability as anything else.

I always thought the point of launching a bird that was pulled from the field was to see how they performed after being in an LF for a few years. In 1971 they were pulling MM III birds that had not even been on alert for a year. Of course MM III and the MIRV system was new though I don't know if they launched them single warhead or MIRVed.

From what I remember, Bill, the biggest fears were cracks in the solid fuel from settling, and the MGS electricals (to include the on board battery). I was on crew for the change from the MK 12 to the MK 12A RVs which were supposed to improve CEP based on a change in tip materials and how they ablated during re-entry. From what I undrstand, a "Telemtry Package" replaced the actual warheads for an FOT&E launch, and were supposed to mimick the RVs in weight and design and send back data. There are pictures of these Telemetry RVs coming into Kwajalein from MIRV capable Birds which confirm this.

Just to be precise since I deal in operational test policy all day, the operational test launches of today are actually FDE launches (force development evaluation, aka, MAJCOM operational testing), not FOT&E launches. I know, I know - what's in a name, right? In the old days when they were FOT&E launches we had a different nomenclature in place. I do like still calling them "Foot Shots" (Foot being a way to make a pronounceable word out of FOT&E).

Todays FDE launches are looking primarily at the effects of aging on the components after storage in the LF. Obviously, they also look at the impact of any software changes on the accuracy of the RVs. And, they are very expensive; not only the missile itself but all of the support required to include a pretty large bill from the Western Range.

I saw the launch of a MMIII from the 742nd SMS while I was going through Vandenberg. It was an evening launch at twilight and remains one of the most beautiful things I have ever seen...especially the stage separations. I know it was a 742nd bird as I knew that was the squadron to which I was assigned and LtCol Rickel D. Knoll was there to meet the class.
