It looks as if some poor general officer will lose a Kirtland command slot and be consigned to deputy status.

Bummer for her, maybe. My first assignment was the AF Weapons Laboratory at Kirtland. Loved ABQ.

Ge Finian has spent the largest portion of her career entrenched in the missile business. Daryl Hauck, God bless him, is a career acquisition toad with no missile/nuke expertise until he was assigned as the lead acquisition bubba for missiles a few years go. He's probably had a couple of drive-by visits to LCCs/LCFs but beyond that has no background in nukes/missiles.

Daryl’s a highly competent acquisition leader and a nice guy; I knew him years ago when we were both in the same Pentagon 3-letter organization. The question will be how much domain knowledge/background the person in charge of missile development/sustainment should have. While the benefit of someone with a strong background in the domain is unquestioned in the aircraft business that hasn't applied when you move to missiles since SAC disappeared. It’ll be interesting to see where the button ends up this time.

The real problem is the forceful pushing that is needed from the MAJCOM sponsor - Global Strike. They have to write really good requirements and then force the acquisition community to deliver. Without requirements, there is no direction in a program no matter who is leading it.

GS has to know what they want to do, with what, and how they're going to get there before they can define the requirements. This may take some time, and a lot of political wrangling.
